Special Election / Annual Election

Special election nominations to fill the unexpired Vice President term were opened at the October meeting and will remain open until the Vote at the Nov meeting. Nominations , including self-nominations, may be made at the Nov meeting or submitted to the Secretary or to another Officer or Board Member to be forwarded to the secretary. Doug Reimer is currently the only declared candidate.

Annual elections  nominations for all Officer positions and two Board Positions were also opened at the October meeting. Nominations will be held open until the January meeting. Nominations , including self-nominations, may be made at the Nov, Dec or Jan meetings or submitted to the Secretary or to another Officer or Board Member to be forwarded to the Secretary. To avoid confusion with Special Election candidates, annual election nominees will not be posted until after the Nov meeting.

Three Proposed Rule Changes

At the Oct meeting three motions to change the Range Rules were made and seconded.
This is notice that at the Nov meeting the following motions will be open for discussion and amendment followed by a vote of the membership. Range Rule changes require a 2/3 majority of the votes cast to pass.

Existing – Range control rules 10. “All projectiles must impact in a berm, except for shotshells on the shotgun range.”
Motion 1 proposed – Range control rules 10. “All projectiles must impact in a berm, except for shotshells.”
The stated purpose of Motion 1 was to legitimize the current practice of allowing shotgun shotshells at the CMP area and during 3 gun matches on the main range

Existing – Ammo rules 5 – No ammunition other than rimfire and pistol caliber may be used on the Sporter Range.
Motion 2 proposed – Ammo rules 5 – No ammunition other than shotshell, rimfire and pistol caliber may be used on the Sporter Range.
The stated purpose of Motion 2 modifying Ammo Rule 5 was to allow shotshell use on the Sporter Range without relying on Range Control Rule 14 –“Event or competition rules may supersede TCMSA rules”. 3-gun has been has been relying upon Rule 14 during shotgun portion of their competitions.

Existing – TCMSA Key Rules Cold Range: Firearm handling forbidden, cased or uncased, anywhere on the range including the parking lot.
Motion 3 proposed – TCMSA Key Rules Cold Range: Firearm handling is forbidden, cased or uncased, anywhere on that range including the associated parking lot
The stated purpose of Motion 3 was to clarify the perceived intent of dividing the single range into a Sporter Range and a Main Range. Administratively we have been operating the range according to the proposed change in Motion 3 based on the context of the new procedures written to operate the two ranges. However, a reading of the existing TCMSA Key Rules Cold Range: text has been forwarded that would mandate no firearm handling on any range or in either parking lot if just one of the ranges was cold.

Passing of member Chuck May

On the morning of September 6th 2026 we lost Charles (Chuck) May. Chuck was a long time member of TCMSA and was an active shooter and competitor with our club and others. He was involved in our safety program, a Safety Advisor and most recently our Vice President. Chuck was  a dedicated family man and just celebrated his 45th wedding anniversary. He was a strong Christian man and served on the safety team at his church. He always had a fun and positive attitude even if he didn’t shoot the best that day.  He will be missed very much.

Outcome of voting at the Sept. 3rd meeting

Two motions for rule or policy book changes that had been forwarded at the June meeting and posted here and in the newsletter were voted upon. A new procedural motion was forwarded and was also voted upon

  1. The motion regarding movement of cased firearms under certain circumstances during a cold range failed to receive the 2/3 majority required for a rule change – the motion failed
  2. The motion regarding clean-up of outdated text in the policy book # 20 Annual Membership fee Schedule :  – was amended at the meeting to reflect the amounts listed included the newly required sales tax (currently 8.8%) on memberships and that the amounts were not a dues increases but actual out of pocket amount WA State already requires us to collect.  The amended motion pasted with the required 2/3 majority.

Original motion –   # 20 – Annual membership fee schedule :  Dues $110 , work party credit $40 , new member $130.  Members that provide extraordinary service to the club may have the entire membership fee waived. The decision to wave membership fees will be made by the club officers.

  1. A procedural change to allow the club secretary to record the meeting as an aid in preparing the meeting minutes was brought up for discussion.   A stipulation that the recording is not an archive but an aid to supplement written notes was forwarded.  A motion to allow the recordings as stipulated was presented, seconded and voted upon – the motion passed

This means future meetings may be recorded at the secretary’s discretion as an aid in preparing the meeting mins

Unacceptable Behavior at Our Range

On Saturday, July 25, severe damage was found on one of the pistol gongs at the 15-yard range.

It should be common knowledge—and is clearly posted—that the pistol gongs are for pistol calibers only. The rifle range has numerous steel targets specifically designed for rifle cartridges (excluding steel-core ammunition).

The damage indicates that someone deliberately fired multiple .223 rifle rounds at a pistol gong from approximately 15 yards, in complete disregard of the range rules, apparently to see what damage the rifle rounds would cause.

This type of reckless behavior has no place at our club. If you have any information about this incident or know who may be responsible, please contact any club officer or board member. Your assistance is appreciated.

Bullseye is growing

TCMSA has sponsored Bullseye Competition for the last 3 year.  For the next 10 weeks (through the first weekend in October), shooters are competing in a NRA Sanctioned League and those that shoot 4 or more events are rewarded with their NRA Classification Card.  The event is “by donation” to help cover costs.  For more information, contact Mark Mansell at mamansell@gmail.com

Inappropriate Targets

Two rocks were purposefully placed in front of benches 14 & 16 and used as targets.   Rocks are not acceptable targets at any time and in this case the problem was compounded by placing them on flat ground nowhere near a berm; there is no way the bullets were impacting a berm as our rules require.

Shooting rocks is dangerous for many reasons, two that should immediately come to mind is the almost assured ricochet and the probability of sparking .   Direction of a ricochet from a hard uneven surface is unpredictable and creates a hazard not only for the shooter but anyone else at the range.    The range is extremely dry, it doesn’t take much of a spark to ignite a fire. A fire at the range that then escapes creates liability that may well close us down.   

I’d ask that anyone having information about this situation to contact an officer or board member.

Short Notice Closure of the Sporter Range Wednesday 7/8/2026, 7AM-12PM

The Main range will remain open.

Mechanical issues keep Ron Hanson from finishing the mowing Monday. He completed the Main Range and much of the fire break. Gary Stratton has offered to mow the Sporter Ranger Wednesday morning and so the Sporter Range will be closed from 7AM – 12PM.
